Thornton’s City Council created the East 144th Avenue and I-25 URA in November of 2012. This area is comprised of three parcels and the Bull Canal, totaling about 67 acres at the southeast corner of I-25 and 144th Avenue.
The URA Plan established that both property and sales tax increments will be used to finance improvements and accomplish the City’s planning goals. The primary development within the area is “The Grove” retail shopping center, anchored by Cabela’s.
The post-closing agreement with the City of Thornton provides for the following improvements: Grant Street and secondary access improvements; regional storm water facilities; Bull Canal relocation; lot grading; public art and amenities; regional trail; main lines for major utilities.
